TOPICAL AREAS OF TECHNICAL ASSISTANCE

The NCCWE has the capacity to train and deliver technical assistance in a full continuum of child welfare practices including child maltreatment.  Our T & TA reflects a comprehensive knowledge of practice and administration within local, state and national public child welfare agencies. The NCCWE delivers credible, expert-level training and coaching on a full range of child welfare topics and practice issues to senior child welfare professionals in management and leadership positions to build their knowledge, skills, and peer networking.

The following represents a range of topical areas where the NCCWE has expert-level subject matter expertise in training, coaching, expert consultation and technical assistance:

  • Child welfare practice areas of permanency, safety, and well-being
  • Preparation for and completion of Round 3 of the CFSR process; including strategic planning, quality improvement, evaluating outcomes, facilitating stakeholder involvement, and improving training and workforce development
  • Development of strategies for meeting federal requirements of child protection and maltreatment, including strengthening policies, practices, training and supervision programs
  • Address policies, training and practices in the area of maintaining children safely in their homes and making reasonable efforts to preserve families in which maltreatment has occurred, using evidence based, evidence-informed and promising practices
  • Fulfilling the legal requirements of Fostering Connections, ASFA, Chaffee and other appropriate legislation
  • Plan for and implement title IV-E waiver demonstration projects
  • Assist states and jurisdictional territories to address all permanency planning options: Reunification of families, adoption, relative care placement, guardianship, and another planned permanent living arrangement (APPLA)
  • Assess and support the development of policies, practices, training and supervision to:
    • Promote family support policies and programs and in-home services
    • Promote permanency for youth
    • Promote engagement strategies with youth and  extended care for youth until age 21
    • Promote family search and engagement
    • Promote parent partner engagement
    • Promote well-being and increase protective factors for children and youth
    • Promote the engagement of parents & community partners in the provision of safety-focused, individualized family-centered services to children, youth & families

  • Assist states and jurisdictional territories in the utilization of:
    •  Family group conferencing & family group decision making
    • Concurrent permanency planning
    • Appropriate, time limited, focused residential treatment options

  • Assist states and jurisdictional territories to assess the areas of:
    • Assessment, case planning, active engagement of families & case management
    • Placement stability strategies
    • Visiting policies and practices – worker/child; worker/parent and child/parent and Visit Coaching

  • Assist states and jurisdictional territories that promote and support cultural competency including:
    • LGBTQ children, youth, and families
    • Disproportional representation of children & youth of color as well as children and youth in foster care in tribal communities
    • Immigration and refugee issues
    • Relationship between tribes & states
    • Fatherhood & paternal resources

  • Assist states and jurisdictional territories to address policies, training and practices that support maintenance of connections for:
    • Siblings
    • Birth parents & foster parents
    • Foster parents and the systems of care

  • Assist states and jurisdictional territories to address policies, training and practices that support the development of a full service array aimed at improving accessibility to services in communities, including:
    • Child welfare & legal & judicial partners
    • Child welfare and juvenile justice system partners
    • Health & mental health care partners
    • Substance abuse, domestic violence & mental health services partners

  • Assist states and jurisdictional territories to promote and support:
    • Competent supervisory practices including supervisory coaching & mentoring
    • Post-permanency services designed to sustain permanency
    • Policies, training, and practices to address sexual exploitation and trafficking for children and youth in foster care
    • Policies, training, and practices to address child traumatic stress in child welfare

  • Assist states and jurisdictional territories in the area of data use and management, AFCARS assistance, coordinating peer consultation, and preparation and use of State Data Profiles
